A PIN Submit campaign run through Google UAC into the Saudi market — a high-value, high-difficulty Tier-1 GEO — closing at 87% ROI on a genuinely demanding traffic model.
The task
By the start, the advertiser had confirmed demand but no controllable volume. The task was to launch a PIN Submit campaign through Google UAC into the expensive, difficult Tier-1 GEO of Saudi Arabia, where only highly motivated, high-intent traffic converts.
We worked the "PIN Submit" vertical in the Saudi Arabia market. Payment model — CPA per PIN confirmation, main sources — Google UAC.
How we did it
We split the work into several parallel tracks.
- Chose Google UAC for its strength at finding paying mobile users, betting on the high share of premium devices in the Gulf region.
- Fully localized the bridge app for the Arabic market, including correct right-to-left (RTL) layout.
- Switched the UAC algorithm's optimization from installs to the target event — PIN confirmation.
- Kept creatives short and visually clean, testing down to two winning variants that took the bulk of the budget.
- Scaled the budget on a deliberate ladder ($10→$20→$40...$960+) to avoid bans from sharp spend jumps.
What went wrong
The bottleneck turned up somewhere we didn't expect. PIN Submit only converts on motivated, high-intent traffic — a random click never makes it through the funnel, and in the first days the UAC algorithm still needed time to learn on installs, which kept the unit economics from working out right away.
Switching UAC's optimization from installs to PIN confirmation was the turning point: once the algorithm started optimizing for completing the target action instead of installs, the economics stabilized.
The result
The result was a controllable volume with predictable economics. Over the 2025: roi — 87%.
The campaign closed at 87% ROI on a demanding traffic model; account stability and a gradual budget-scaling ladder mattered more here than on cheaper GEOs.
What we took away
- On PIN Submit offers, switch the algorithm to the PIN confirmation target event rather than leaving optimization on installs.
- Localizing the bridge app, including correct RTL layout, directly affects trust in Arabic-speaking GEOs.
- A gradual budget-scaling ladder reduces account ban risk more in expensive Tier-1 GEOs than in cheaper ones.
These numbers belong to one specific setup, geo, and buying period. Economics will differ on another offer or in another season — we always recalculate them before launch.
